In line with the foreign education policy of the United States and its commitment to maintaining strong diplomatic relations with global partners, the U.S. government continues to prioritize cooperation with nations worldwide, particularly in matters related to transparency, accountability, and anti-corruption in education. Since every country follows its own academic laws, structures, and evaluation standards, variations naturally occur in educational documents, methodologies, programs, and national regulations. For this reason, international students must secure academic clearance from both governments involved, the United States and the student’s country of residence, before their educational status can be fully validated.
One of the important requirements for certain cases is the issuance of a No Demand & No Inquiry Certificate, which confirms that no pending demands, financial liabilities, or inquiries exist regarding a student’s academic file. This certificate may also be required if an inquiry is raised by either government for any reason. To resolve such concerns and ensure complete legal and academic clearance, students must obtain this certificate through the US Higher Education Commission on Accreditation.
These certificates carry long-term significance. Once issued, no future inquiries can be initiated by any governmental authority regarding that specific educational file. This level of protection is granted only after an extensive verification process, during which the student’s documents are reviewed by all relevant U.S. governmental departments, including educational agencies, financial bodies, and regulatory authorities. After the review, the (USHECA) Audit Committee, operating under the California Central Department, evaluates the final report and forwards the recommendation to the U.S. State Department for the official release of the certificates.
