Credit Equivalency

The US Higher Education Commission on Accreditation maintains one of the most extensive databases of accredited traditional and non-traditional education providers across all 52 U.S. states. Every institution within this network has undergone a rigorous and comprehensive review process to earn full accreditation. When international students pursue education at American institutions, particularly through non-traditional or distance-learning pathways, the process of validating and authenticating their foreign academic credentials becomes essential and must align with the standards of both countries involved.

Importance of Academic Equivalency

Equivalency is the primary requirement when assessing whether foreign academic credentials are comparable to U.S. academic standards. This evaluation involves multiple layers of document verification, institutional recognition, and curriculum assessment. For any qualification to be considered for equivalency, the issuing institution must be listed in the database of the U.S. Higher Education Commissions or hold one of the six regional accreditations recognized by the U.S. Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA):

  • ACCJC – Western Association of Schools and Colleges
  • Higher Learning Commission (HLC)
  • Middle States Commission on Higher Education (MSCHE)
  • New England Commission of Higher Education (NECHE)
  • Northwest Commission on Colleges and Universities (NWCCU)
  • WASC Senior College and University Commission (WSCUC)

Course Recognition and Requirements

Programs must meet the academic standards of the student’s home country and be recognized under (USHECA)’s accreditation framework. Additionally:

  • The qualification must fall within an academic field that can be evaluated without requiring laboratory-based or scientific practical work unless the student provides documented evidence of professional experience or practical credit hours.
  • The program duration should closely match traditional U.S. academic timelines. Minor deviations may be approved under exceptional circumstances with support from (USHECA)’s legal advisory team.
  • Students must meet the equivalency requirements of both the country where the degree was earned and the country where the student currently resides.
  • Non-traditional programs may be self-paced; however, the total academic load remains unchanged. For example, a four-year master’s program with 60 credit hours is still evaluated as equivalent to two years of standard graduate-level education.

Required Documentation

Documentation requirements vary depending on whether the applicant is seeking equivalency for an undergraduate, graduate, or postgraduate qualification. These documents typically include academic transcripts, institutional recognition letters, program descriptions, and any additional materials necessary for a complete verification process.

Undergraduate Program Requirements

Applicants seeking undergraduate equivalency must submit the following documents to the US Higher Education Commission on Accreditation:

  • Attested certificate from (USHECA) and the Embassy of the country of study in the United States
  • Registration or proof of recognition from regional accreditation bodies
  • Language Proficiency Certificate (as required)
  • No Objection Certificate (NOC) for travel status
  • Financial Summary issued by the university
  • Official translation of the degree and transcript (if required)
  • Legalized acceptance and registration letter from the university

Licensure from the United States Distance Learning Association (USDLA)

Graduate Program Requirements

Applicants applying for graduate-level equivalency must provide all undergraduate-required documents, along with additional materials, including:

  • Attested certificate from (USHECA) and the U.S. Embassy of the country of study
  • Registration with recognized regional accreditation bodies
  • Language Proficiency Certificate
  • No Objection Certificate (NOC) for travel status
  • No Objection Certificate (NOC) for travel or non-travel status
  • Financial Summary issued by the university
  • Official translation of the degree and transcript where necessary
  • Legalized acceptance and registration letter from the institution
  • Licensure from the United States Distance Learning Association (USDLA)
  • Thesis or research publication, including copyright registration
  • Travel Permit/NOC if practical credit hours are required for equivalency
